Legal Aid's Chief Attorney Compliments City for Attempts to Streamline Contracting System

As the City announced plans to overhaul its contracting system, Steven Banks, the Attorney-in-Chief of The Legal Aid Society, told The New York Times that "I certainly give the administration credit for wanting to take this on, because it is a process that has cried out for streamling."
