The Passage of the Safe Harbor Act and the Voices of Sexually Exploited Youth is Chapter 8 in a new book, the Lawyer's Manual on Human Trafficking, Pursuing Justice for Victims, written by Katherine Mullen, staff attorney in the Juvenile Rights Practice. The book was published by the First Department and the New York State Judicial Committee on Women in the Courts. Cait was one of the primary advocates credited with getting the Safe Harbor legislation passed.
