Civil Law Reform Unit

The Civil Law Reform Unit engages in class action litigation, legislative and administrative advocacy, public education, and training in the areas of homeless rights, housing, public benefits, and disability rights.

The Law Reform Unit has been a leader in establishing many fundamental rights of low-income New Yorkers, including the right to safe, suitable and adequate emergency shelter for homeless families; the right to an adequate public assistance rental allowance; and the right to live free of racial steering and segregation in public housing.
