Note on Special Education Students

A special education student’s Individualized Education Programs (IEPs) will specify the criteria for grade to grade promotion standards. Three options exist:

  • IEP says the student will participate in State and Citywide assessments and specifically adopts the standard promotion criteria.  The student will be held to the promotion standards as a general education student. If this is the case, follow the links to grade-specific promotion requirements.
  • IEP says the student will participate in State and Citywide assessments and will be held to a modified promotion standard.  The student will be held to the promotion standard written on the IEP (e.g. 60% of the 6th grade ELA requirements)
  • IEP says the student will not participate in State and Citywide assessments.  The student will be held to the modified promotion standard written on the IEP

Parent appeals of retention decision are the same as for the general education students. In grades 4 and 6, parents may appeal the retention of their child to the school principal. The appeal to the principal must be made in writing within three school days of receiving the mailed notification of the retention decision. For grades 3, 5, 7 and 8 parent appeals should be made in writing to the principal and will be decided after the student has had the opportunity to take the Citywide ELA and/or Math assessments in August.
