The Chancellor’s Regulations do not specify requirements that students must meet to be promoted in grades K-2. Generally, promotion decisions for early childhood grades are based on classwork and attendance. Schools are required to show that they have employed a variety of intensive and appropriate interventions. In the event the child is at risk of not being promoted, parents must be notified and involved in the decision of whether or not to promote the child. The principal, however, will make the final decision.
